The Main Points of the Transfer Counselling Norms:

1) Three years band:


The teachers who were appointed before 01.06.2012 in a school and completing three full academic years only eligible to this counselling.


2) Deployment: 

After the Deployment counselling only General Counselling and mutual transfer counselling should be done.

3) Mutual:

Mutual Transfer are allowed. But these mutual candidates are not allowed to the again and again in previous school.

4) Exception:

As usual some exceptional are there in the three years band. Like Blind, Exserviceman, Widow quota.

5) No Unit Transfer:

 No unit transfer for DEE, ADW,Welfare schools to DSE.  Also no unit transfer to Municipal schools to DSE schools.

6) Expect Date:

Seventh CPC Update : 30% hike in Pay, 4 times Grade Pay on the cards:

The Seventh Pay Commission may present its report to the government by August so that salary hike can be implemented from January 2016. The Seventh Pay Commission may recommend a 2-3 times hike in government salaries from 2006 levels, a move which may spread cheers among civil servants but increase the stress on the fisc. Sources told Bloomberg TV India that Seventh Central Pay Commission (CPC) was considering mega give-away to the government employees. When the government implements the CPC mandate hopefully from January 2016, salary scale may double or treble from what it was in 2006, an official said.




On an annual basis, the hike may be close to 30 per cent as consecutive hikes in dearness allowances has already raised the salary levels of government staff. Sources said there is likely to be a four-fold hike in the grade pay. In the lowest salary band, the grade pay is likely to go up from Rs 1,800 per month to Rs 7,300. In the higher bracket, it may go up from the current Rs 12,000 to Rs 50,000.



 Historically, government salaries have almost trebled in every decade. The sixth CPC suggested 3 times increase in salaries from that of fifth CPC levels--it was 2.6 times for lower grade officials and slightly above three times for higher grade staff. The increase in salary during fifth CPC was 3-3.5 times the fourth CPC levels.

The previous UPA government set up the Seventh CPC headed by Justice AK Mathur in February 2014 and promised to implement the salary hike from January 2016. The Narendra Modi government may stick to the January deadline. The Seventh CPC may present its report to the government by August, sources said.

 North Block officials say the wage bill in the next financial year may see a 30 per cent hike on the back of Pay Commission recommendation, throwing up a huge challenge in the face of the fiscal consolidation roadmap.

 In the case of the sixth CPC, the government expenditure increased by about Rs 22,000 crore during FY09—Rs 15,700 crore on the general budget and Rs 6,400 crore on the rail budget. Arrears amounting to Rs 18,000 crore were distributed in two years—40 per cent in FY09 and 60 per cent in FY10.

 The fiscal implication of sixth CPC coupled with fiscal stimulus in the form of higher spending and tax cuts after the Lehman crisis, doubled the Centre’s fiscal deficit to 6 per cent in FY09 and from less than 2.7 per cent in FY08.

Some of the Frequently Asked Questions (FAQ’s), about the Contributory PensionScheme (CPS) of the Government of Tamil Nadu, with relevant answers/clarifications are shownbelow for information of the public and employees in particular.
Q1 Eligibility criteria:
The Contributory Pension Scheme of the Government of Tamil Nadu came in to effect through the Government Order, 430, Finance (Pension) Department, dt. 6th August, 2004. It isapplicable to all the employees of the Government of Tamil Nadu, who have joined the government service in regular time-scale on or after 1st April, 2003.Office of the Accountant General (A & E) will receive applications and allot CPS Index Number for State Government Departments, only, for those categories of employees whose GPFaccounts are presently maintained.As per, the G O No. 201, Finance (Pension) Department, Dt. 21st May, 2009,(http://www.tn.gov.in/gosdb/gorders/finance/fin_e_201_2009.pdf) the following employees,

Q-2 Eligibility to join GPF/CPS in case of employees who are recruited prior to 01-04-2003,and joined on or after 01-04-2003?The government in letter No. 47286/Allowances/06-1 Dt. 07-09-2006, has clarified thatcandidates who have been selected by Tamil Nadu Public Service Commission prior to 01-04-2003 and joined in service after 01-04-2003, should be brought under CPS only and cannot beallotted GPF account numbers.
Q-3 How to join the CPS?
For assigning of CPS index number, a completely filled application and signed by theapplicant in the prescribed format as given in Annexure I of GO 430, may be forwarded throughthe DDO(Drawing and Disbursing Officer) concerned. The application can be down loadedfrom(http://www.tn.gov.in/gosdb/gorders/finance/fin-e-430-2004.html) and sent to TheAccounts Officer, GPF14/CPS, O/o The Pr.Accountant General, A & E , Tamil Nadu, 361, AnnaSalai, Teynampet, Chennai 600 018.
Q-4 Deduction or Quantum of Contribution by the enrolled employee?The government has fixed 10% of the Basic Pay+ Grade Pay+ Dearness Allowance, asthe mandatory amount of contribution to the Scheme. No excess or lesser amount should bededucted from the salary. It is the responsibility of the DDOs, for the correctness of thededuction. If, say, the total of BP+GP+DA is Rs 13410, than only 1341/ (@10% of 13410/-)should be deducted from the salary. For any deviation, in the deduction, the DDO concerned would be held responsible.
Q-5 Quantum of Contribution by the employer or the Government of Tamil Nadu?
The Government of Tamil Nadu is also contributing the amount, which is equivalent tothat of contribution made by employee, every month.
Q-6 Month from which deduction has to be effected?
The eligible state government employee shall commence contribution to CPS, afterallotment of CPS account no. by this office, from the first month of joining the governmentservice, as ‘Arrear’. This will also be deducted @ 10% of the BP+GP+DA, of the particular month.
Q-7 How to deduct the ‘Arrear’ contribution?
‘Arrear’ contribution would have to be deducted in as many installments, as the numberof months are due, starting from the month of joining CPS, to the month of ‘First contribution’ ismade by the DDO, after getting the CPS INDEX NUMBER.Illustration: If month of joining is January, 2007 and month of first deduction, aftergetting CPS INDEX NUMBER, is January, 2009, the total arrear months are 24, and arrear hasto be deducted as 1/24 in January, 2009, 2/24 in February, 2009, 3/24 in March, 2009…..up to24/24 in Dec, 2010.This amount has to be shown separately, as ‘ARREAR’ along with current month’sCONTRIBUTION’. (I.e. one subscription for current month and one additional for subscription arrears).For ‘Arrear’ contribution also, equivalent amount would be contributed by theemployer.
Q-8 How to deduct other Arrears such as Pay Commission Arrears/DA Arrears etc?
Other arrears such as PC arrears or DA arrears should be deducted in the month ofaccount and SHOWN SEPARATELY AS ‘OTHER ARREARS’ in installments only.
Q-9 Head of Account?
‘8342-00-120-BZ’ is the head of account, in to which the employee contribution shouldbe booked, for any deduction such as ‘Contribution’ or ‘Arrear’ or ‘Other Arrears’.
Q-10 Eligibility to join GPF, in case of the employee who already holds another PF account and joins the GOVERNMENT SERVICE on or after 1 st April, 2003 on transfer/Promotion/absorption/Up-gradation from Municipal/Panchayat/Aided/Corporation? Any person, who already holds a GPF account and in pensionable service prior to 1-04-03, and join the new post without any break in service, can continue in the pension scheme orGPF as the case may be. To continue in the pension scheme an employee should have entered inthe pensionable government service before 01-04-2003 and should have entered in to another pensionable Government service on or after 01-04-03 without any break in service(Vide Letter12473/Finance(Pension)/2009, dt. 27/05/2009. Q-11 Eligibility to join GPF/CPS in case of 10 (a) (1) candidates who were ousted andreinstated in to service by the Tamil Nadu Administrative Tribunal Orders/Court Orderswith retrospective effect?
10 (a) (1) candidates regularly appointed before 01-04-2003 are eligible for old pensionscheme. If they are regularly appointed on or after 01/04/2003, will come under CPS eventhough they have been allotted GPF number temporarily. (Vide Letter 12473/Finance
(Pension)/2009, Dt. 27/05/2009.
Q-12 What if, DDO has deducted contribution, in excess of mandatory 10% of BP+GP+DA?
Any, excess contribution which has been made, the same would be adjusted againstfuture month contributions. (Vide Letter No.92399/Pension/2005-01 Dated 13th April, 2006.
Q-13 How to prepare CPS Schedule? DDOs should prepare the schedule as per Annexure II of the GO 430, Dated 6th August,2004, which is easily distinguishable from GPF schedule and sent separately to CPS section,showing clearly the CPS Index number, Name with Initials. Also, furnishing of additionaldetails such as, Date of Birth of the account holder would help a great way in reducing wrongcredit postings.
Q-14 How to know about the balance at credit in a CPS account?
This office is generating and dispatching the Annual Accounts Statements (AAS) for allthe account holders, to respective DDOs, every year after closure of accounts.
Q-15 What is the rate of interest for CPS credits ?
Interest would be calculated at the prevailing rate applicable to GPF which is now at 8%.Interest is given for current credits from the month of contribution. For arrear credit, interest isfrom the month of transaction, though arrear may relate to previous months.
Q-16 How adjustment of Missing Credits, shown in the AAS, are made?
Missing credits are exhibited in AAS, which can be accounted for, on receipt ofnecessary details such as Head of Account, Month of transaction, Name of Treasury, Subaccount,Voucher No. and forwarded through the concerned Treasury Officer.
Q-17 Whether any Advances or Withdrawals are allowed in CPS?

The Government of Tamil Nadu, has clarified that CPS account may be closed on the death of the employee.as per the Government of Tamil Nadu, letter No. 29593A/Finance(Pension)Department/2009, dated 25-08-2009, has said that employees’ own contribution plusGovernment matching contribution plus interest on both, calculated @8% p a may be paid underCPS, to the nominee or in the absence of any nomination to the legal heirs of the deceasedemployee. Some clarifications regarding definition of ‘Family’, maximum interest to be allowed from the month of event etc., is awaited from the Govt. after which authorizations would beissued.

Qualifications: Candidates should possess M.A./M.Sc./M.Com. in therelevant subject with B.Ed., in 10+2+3+2+1 or 10+3+3+2+1 pattern andall the certificates regarding educational qualifications should have beenissued prior to the last date for submission of filled-in Applicationannounced in the recruitment notification published by TRB. As perG.O.Ms.No. 361 School Education Department dated 31.12.1999.Candidates should have studied the same subject in Bachelor's Degreeand Master’s Degree, both for academic subjects and Languages. Forthe post of Physical Director-Grade-I, the candidates should have anyBachelor's Degree with M.P.Ed. Degree. All degrees should be fromUGC/NCTE recognised Universities only. Candidates who obtained aDegree (UG/PG) after undergoing a course of one year duration are noteligible to apply for this recruitment. Candidates who obtained any of therequired qualification (SSLC, HSC (or) its equivalent, U.G Degree, P.GDegree, B.Ed Degree) simultaneously (i.e. Course of study – same year)are not eligible to apply for this recruitment. The candidates apply onlyfor which the vacancies are notified and subject code numbers assigned.The candidates applying for the posts mentioned in Annexure Ishould have passed Tamil Language as Part I or Part II upto SSLCand PUC/ Higher Secondary Course levels. If not, he/she should pass


4.Tamil Language Test conducted by the Tamilnadu Public ServiceCommission within two years from the date of his / herappointment.
5. Equivalent Qualifications: If a candidate claims that theeducational qualification in the subject possessed by him/her isequivalent to though not the same as those prescribed for theappointment, he/she has to produce the subject equivalence G.Oissued by the Government of Tamil Nadu. Government ordersssued prior to the date of this notification alone be considered.
6. Age: Candidates should not be over 57 years as on 1-7-2015 as theage of superannuation is 58 years.
7. Application form and Examination fee:a. The Application Form (OMR format) along with Prospectus canbe purchased (from 10.11.2014 to 26.11.2014) in person from theOffice of the Chief Educational Officers of all 32 Districts inTamilnadu on payment of Rs.50/- (Rupees fifty only) in cashtowards the cost of the Application Form and Prospectus.b. Submission of Filled-in Application Forms: Candidates areadvised to submit the filled-in forms at the Office of the ChiefEducational Officer concerned, and obtain acknowledgement forthe same. Candidates are advised NOT to send the filled-inApplication forms by post or in person to the TeachersRecruitment Board, Chennai-6. Applications received in anyform other than the one issued by Teachers Recruitment Board orChief Educational Officers shall be rejected. The applicationsubmitted directly to Teachers Recruitment Board will alsobe rejected.
c. The candidates are requested to pay the examination feesRs.500/- (Rs.250/- for SC/ST and Differently Abled) in any Branchof STATE BANK OF INDIA / INDIAN OVERSEAS BANK / INDIANBANK using only the prescribed challan attached with theprospectus. Payment of examination fees in any other method willnot be accepted. The prescribed challan contain certain details ofthe fees, Bank charges, Application number and account numberfor the specific recruitment. Candidates have to write the Name ofthe Branch and its code number, where the candidates make thepayment and other details in the relevant columns.d. The Teachers Recruitment Board’s copy of the challan should notbe pasted / stapled/ tied, but it has to be kept in a separateenvelope and submitted along with the application form withoutfail.8. Scheme of Examination: The written examination will consist of asingle paper of 3 hours duration with 150 MCQ’s each questioncarries one marks. The marks allotted to the Main Subject,Educational Methodology and General Knowledge are as follows:

General Knowledge 10
Total 150

The Syllabus for the subjects as published in Gazette No.611,dated 10-9-2001 and Gazette No. 356, dated 30.5.2002 will becovered in the Examination. The decision of the TeachersRecruitment Board on eligibility of the candidate to appear for theExamination will be final.
