As per the AIPMT 2016 marking scheme, for each correct response candidates will score 4 marks and for each incorrect response 1 mark will be deducted from the total score.

Highlights of AIPMT 2016 marking scheme is given below:
  • Total Mark of AIPMT 2016 is 720
  • Four marks for each correct response. Total number of questions is 180. Each question is of 4 marks
  • 4 marks for each correct response therefore total marks for AIPMT 2016 is 720 (180  x 4)
  • Negative marking: One mark (-1) to be deducted for each incorrect response
  • No deduction from the total score will, however, be made if no response is indicated for an item in the answer sheet. The candidates are advised not to attempt such item in answer sheet, if they are not sure of the correct response
  • More than one answer indicated in a question will be deemed as incorrect response and will be negatively marked
The AIPMT 2016 question booklet had 45 questions from each section of Physics, Chemistry and 90 from Biology which includes Botany and Zoology. Tamil Nadu (TN) Election 2016 The 234 assembly constituencies in Tamil Nadu will go to polls in 2016 as the tenure of the current government ends on 22 May. The DMK (Dravida Munnetra Kazhagam) and the AIADMK (All India Anna Dravida Munnetra Kazhagam) – the current ruling party in the state – are old rivals who have monopolised the contest for gaining majority in the assembly after every five years.
BJP, despite its drubbing in Bihar elections, is throwing all its weight to make a breakthrough in this southern state. The party has been vocal about its plan of creating a 'social creation' and a 'binding force' by bringing together diverse caste groups whose demands have not been met by the DMK and AIADMK governments.
During the last assembly elections in 2011, the state had witnessed 78 % voting. While the AIADMK won 150 seats, its rival, DMK was reduced to a non-issue with just 23 seats. The CPI and INC won 10 and five seats respectively. According to political experts, Jayalalitha might find herself on back foot following the complete failure of the state machinery to tackle the crisis that emerged because of Chennai floods. The chief minister's brand image, as media suggest, could “take a severe beating”.
Some optimism has been displayed by the members of PMK (Pattali Makkal Katchi) who expect the party to throw surprise as a third alternative for the people of Tamil Nadu who don't want to align either with the DMK or the AIADMK.

What Do the Opinion Polls Say?

Elections to the 234 constituencies of Tamil Nadu legislative assembly will be conducted in May, 2016. If history is anything to go by, the assembly elections will be a battle between the two local heavyweights, AIADMK and DMK. Other smaller parties like DMDK and PMK may grow in importance in the final stages of the elections as both the DMK and AIADMK fight it out to cross the majority mark. However, much seems to depend on the undecided voter this time. It is this two or three per cent of votes that will be key to the final outcome of the 2016 assembly elections.

The AIADMK had an unarguable upper hand until November and December 2015 when the heavy rains and floods exposed its government's inefficiency. But the opposition DMK, which was busy resolving conflict within its own party, could hardly benefit from this situation. According to few opinion polls, the AIADMK has still got a slight edge over the DMK with BJP emerging as a strong third contender.

Parties and Alliances

With Tamil Nadu going to elections in the summer of 2016, all major political contenders I the fray have begun preparations. DMK, the main opposition party, has announced that it will fight the elections together with the Congress. After splitting over the Sri Lankan Tamils issue a couple of years back, the two have come together once again for the upcoming elections. Ruling party AIADMK has allied with smaller regional parties and given up seven of the 234 seats for them to contest. Vijaykanth's DMDK has forged alliance with the People's Welfare Front (PWF).

About Tamil Nadu Assembly Elections

The state was renamed Tamil Nadu in August 1968 and the strength of its Legislative Assembly became 234.

The Indian National Congress (INC) was the prominent party in the early years of independence. Justice Party headed by Periyar E V Ramasamy was one of the earliest regional parties in the state. Dravida Munnetra Kazhagam (DMK), founded in 1949 by C N Annadurai , himself a former Justice Party member, came to power for the first time in 1967. The other main political party of the state, the AIADMK, was founded in 1972 by Dr M G Ramachandran, on leaving the DMK. The All India Anna Dravida Munnetra Kazhagam (AIDMK) led by M G Ramachandran formed the first state government in 1977. M G R remained in power as the CM for ten years till his death in 1987. DMK, currently headed by M Karunanidhi came to power in 1989. Since then each party has formed the government alternately. Currently Jayaram Jayalalitha of the AIADMK is the Chief Minister. M Karrunanidhi of the DMK has been the Chief Minister of the state five times.

In General Election to the Lok Sabha in 2009 DMK in alliance with INC and VKC won 27 out of 39 seats. DMK is part of the United Progressive Alliance with INC. AIADMK contested the 2009 elections as part of a Third Front with CPI and CPI (M).

Some of the prominent politicians of the state have been Shri G K Moopanar, former AICC General Secretary, Shri K Kamaraj and J Jayalalithaa former Chief Minister of the state.

CCE METHOD
The School Education Department will introduce the Continuous and Comprehensive Evaluation (CCE) system for classes I to VIII from the next academic year. According to a Government Order dated September 19, the initiative seeks to help the students move from rote learning to an application-based approach.
The decision to introduce CCE has been taken following the recommendation of an expert group constituted by the Directorate of Teacher Education Research and Training (DTERT). According to sources in the School Education Department, the group comprised former director of the Central Board of Secondary Education (CBSE), G. Balasubramanian, heads of government and Matriculation schools and senior officials.
A senior official of the Department said that the CCE will be introduced for classes IX and X from 2013-14. “The modalities in teacher training will have to be worked out soon. We have just initiated the process,” he said.
Currently, CCE is the prevalent evaluation system followed in all schools affiliated to the CBSE. It seeks to spread the evaluation over an entire academic year, rather than judging a student's potential and performance based on select term-end or annual examinations.
The Right of Children to Free and Compulsory Act 2009 also emphasises the need for a continuous and comprehensive evaluation system that would factor in various aspects, including a student's ability to work in a team, communication skills and creative ability.

Grading system

As per the CCE, students are evaluated through Formative Assessments (FA) that is conducted throughout each term, and Summative Assessments (SA) carried out at the end of a particular term. Scholastic areas covering all academic subjects and non-scholastic areas, including life skills, arts and sports will be considered in the evaluation. While the FA will be carried out by the teacher for class participation, projects and discussions, SA will largely be done through a paper-pen test.
The FAs (accounting for 40 marks) and SAs (for 60 marks) thrice, covering three terms and the cumulative scores would be converted to grades, on a 10-point scale.
Welcoming the State government's initiative, CBSE school heads observed that the move will bring in more parity among schools across Boards. C.Satish, Senior Principal, R.M.K. Group of Schools, said: “It is a great initiative. It is the best way to assess students and we see that students do not get unnecessarily stressed around examination time.”
All the same, M.Chidambarahari, Advisory-President, Tamil Nadu Graduate Teacher's Association, has a word of caution for the Department. “A good programme to train teachers should be introduced first. The Department should not introduce the CCE in a hurry before that. Also, the Directorate of Government Examinations or some other agency should act as a monitoring body, to see if teachers have done a fair job of evaluation,” he said.
Additionally, the syllabus should also be periodically updated and emphasis should be on encouraging students to apply concepts learnt, he added.

7th Pay Commission notification to be issued after states polls

The notification to put into effect the Seventh pay commission recommendation will be issuedafter the completion of states assemblies’ poll process as the model code of conduct is currently in place, sources of Finance Ministry said on Wednesday.The assemblies’ election of Tamil Nadu, West Bengal, Assam, Kerala and Puducherry states, which will be held from April 4 to May 16 and the counting of votes in the states will take place on May 19 but the model code of conduct will remain in place till May 21.So, it is believed that the government will announce Seventh pay commission award after the end of model code of conduct of states assemblies election.
The government doesn’t want to give any chance to the Opposition to deter its image in the polls and hence, sources, said that the announcement of the dates of the the model code of conduct of states polls seems to be the cut-off point for notification of the Seventh pay commission award.
inThe Seventh pay commission recommendationswill benefit 48 lakh central government employees and 52 lakh pensioners including dependents.
“The BJP led central government decided execution time of the pay commission’s proposals in April but the Empowered Committee of Secretaries headed by cabinet Secretary can’t sort out some anomalies of Seventh pay commission recommendations likescrapping of advances, allowances and minimum pay before declaration of states Assemblies polls,” sources said.Sources also said the Implementation cell of theEmpowered Committee of Secretaries for the Seventh pay commission recommendation in Finance Ministry works hard to send a summaryof the pay commission implementation to PMO for its nod. After PMO’s nod, it would be placed before the cabinet for its nod through cabinet secretary.
Sources said the Seventh Pay Commission recommendations implementation notification will be issued in June, after cabinet nod.The Seventh Pay Commission was set up by theUPA government in February 2014, The Commission headed by Justice A K Mathur submitted its 900-page final report to Finance Minister Arun Jaitley on February 19, recommending 23.55 per cent hike in salaries and allowances of Central government employees and pensioners.The panel recommended a 14.27 per cent increase in basic pay, the lowest in 70 years.
The previous 6th Pay Commission had recommended a 20 per cent hike, which the government doubled while implementing it in 2008.The Seventh pay commission recommended fixing the highest basic salary at Rs 250,000 and the lowest at Rs 18,000and its increased the pay gap between the minimum and maximum from existing 1:12 to 1: 13.8The government constitutes the Pay Commission almost every 10 years to revise thepay scale of its employees and pensioners, often these are adopted by states after some modifications. However, the Seventh Pay Commission suggested to discontinue the practice of appointing pay commissions in future.
